Quality Policy of University of Zagreb Faculty of Textile Technology
University of Zagreb Faculty of Textile Technology (TTF) is an academic institution that educates and delivers competent experts and carries out high-quality scientific, artistic and professional research tackling primarily the Engineering Sciences domain, in particular the Textile Technology field. Its activities have continuously contributed to the prosperity of generic disciplines falling within the Engineering Sciences domain, as well as to the prosperity of the society on the whole. The TTF encourages research in Natural Sciences, Arts, Social Sciences and Humanistic Sciences domains, as well as the research tackling other fields of Engineering Sciences, to the ultimate effect of assuring synergy and interdisciplinary approach. Scientific research is shaped so as to meet the needs for social and economic development, while the lecturing process strives to comply with the labour market needs, as well as with social needs and priorities.
University of Zagreb Faculty of Textile Technology is an internationally recognised educational and research institution in the field of textile technology and fashion design. It is a stakeholder of equal rights and clear position within the European High Education Area (EHEA) and European Research Area (ERA). The TTF's vision is to keep its leading position in the region and broaden the cooperation with similar high ranking universities and institutes. This will contribute to the internationalisation, which is one of University's strategic goals. It is of central importance for the Faculty to face the grand societal challenges of our time that the European Union has addressed.
2. Internal Quality Assurance
Quality assurance in higher education is an all-encompassing term used to describe processes and activities aimed at systematic establishment, maintenance and development of the quality of higher education. The quality assurance system in higher education is basically divided in the internal and external system.
Internal quality assurance system is a set of measurements and activities at the Faculty of Textile Technology aimed at independent monitoring and quality improvement in respective areas of its enterprise. The objective of these measures and activities is to ensure high-quality learning and scientific outcomes through the activities of the Committee for quality management.
2.1. Committee for Quality Management
2.1.1. Members of the Committee
At its 7th regular meeting in the academic year 2010/2011, held on 4 July 2011, the Faculty Council of the Faculty of Textile Technology reached the decision to form the Committee for Quality Management (PUK) of the Faculty of Textile Technology at the University of Zagreb. This decision subsequently resulted in disbanding the TTF Quality Management Board.
At the 9th regular meeting of the Faculty Council in the academic year 2014/2015, held on 6 July 2015, the new Committee for Quality Management was appointed at the TTF with the following assembly:

2.1.2. Action plan
Quality policy is an official document containing briefly outlined adopted plans regarding the overall commitment of the TTF to quality. Measures and activities undertaken to implement the planned quality policy are defined in the following documents: Quality Assurance Manual of the Faculty of Textile Technology at the University of Zagreb, Ordinance on the Improvement and Quality Assurance System at the Faculty of Textile Technology at the University of Zagreb, Development strategy of the TTF for the period 2014-2020 and the Research strategy of the TTF for the period 2014-2020.
In each academic year, the Work Plan of the TTF Committee for Quality Management is defined by the Action Plan for Quality Assurance at the Faculty of Textile Technology.

2.1.3. Annual report
Based on the Action Plan for Quality Assurance, the TTF's Committee for Quality Management (PUK) prepares the Annual Report on the Quality Assurance at the Faculty of Textile Technology, indicating the reasons for possible deviations from the plan.

Since one of the tasks of the Commission is to implement procedures aimed at monitoring and improving the quality of the teaching process, employee surveys on the quality and characteristics of study programmes and working conditions of teaching performances at the TTF are conducted on a regular basis.

The surveys had previously been conducted using the pen-paper method. As of the academic year 2015/2016, the TTF conducts an online survey.
An internal online survey for the teaching staff was conducted in the academic year 2015/2016 using the Survey on the quality of study programmes conducted at TTF. Although the survey has been modernized, the response rate was unsatisfactorily low. The members of the teaching staff who participated in the survey expressed criticism regarding certain matters addressed in the questionnaire.

For the purposes of self-assessment, teachers can make a synthesis of their findings and observations by filling in a questionnaire form which comprises three aspects of conducting classes: teaching skills, motivational and communication skills and lesson planning.

Data on the results of Teacher evaluation Survey required for teacher re-appointment or promotion are entered in the Certificate on institutional teaching quality assessment, available here.
The candidate is required to enter the following data: the subject, the semester of the study programme, academic year, the number of students who completed the survey/the number of students who are taking the course for the first time, and the average grade obtained for question No.10 on the teacher evaluation form (V4). The Certificate is issued upon submission of the required data along with the faculty memorandum, registry class and code. The data are controlled and verified by the faculty's dean and the president of the comittee for quality management.

2.3.1. Student surveys
Survey for the teacher evaluation
Since the academic year 2011/2012, the University of Zagreb has been carrying out the evaluation of teaching according to a three-year cyclical survey plan. The Senate decision of 18 October 2011 provides that each faculty is required to carry out the teaching evaluation using the paper-pen method once every three years.
As a part of the revised Cyclical plan for the implementation of the Survey for the teacher evaluation (V4) in the second three-year cycle 2014/2015 - 2016/2017, the student survey was conducted in the academic year 2015/2016.
The survey is carried out using the Questionnaire for the teacher evaluation (V4) and it covers three separate sections: A) General information about the student, B) Evaluation of teachers at a given course and C) Comments on the teachers' work. The survey gives insight into the students' perception of the teacher's expertise and quality evaluation of teaching performance. The relationship with the students and work motivation are particularly important. The survey also includes a question in which students give a general assessment of a teacher's work. It is important to emphasize that this type of survey should be regarded as an integral part of the evaluation process and the students' evaluation is only one aspect of the overall evaluation of the teaching process. Implementation of the survey was organized with the technical support of the Office for Quality Management of the University of Zagreb, which also carries out a comprehensive statistical analysis of the results. The survey is anonymous, and the results include individual assessments of individual teachers, the assessment on the level of faculty, and they are all included in the overall assessment of the teachers' work at the University.

Surveys for the overall evaluation of the study programme
In order to obtain the students' feedback on studying at the individual faculties, the University of Zagreb has designed questionnaires for students who have completed undergraduate, graduate and integrated undergraduate and graduate studies. Data from the questionnaires enable the faculties to analyse the implementation of the study programme from the students' perspective, to gain insight into the strengths and weaknesses of the overall study programme and subsequently plan the implementation of possible measures aimed at improving the quality. Surveys are conducted according to the adopted plan of implementation.
The students' surveys are conducted according to the adopted plan of implementation. Interviewing students is guided as planned survey. The survey plan at the TTF suggests the conduction of surveys upon graduation (undergraduate, graduate or professional undergraduate) or upon the defence of the final thesis. Surveys are entirely anonymous.

2.4. Result analyses
At the 8th regular meeting of the TTF Faculty Council held on 22 May, 2017, the members of the Faculty Council were presented with the results and analyses of the surveys implemented in the academic year 2015/2016 and the Report on Internal Assessment of the Quality Assurance System at the Faculty of Textile Technology.
3. External quality assurance
The external quality assurance system refers to the procedures of quality assurance in higher education institutions conducted by an authorized external auditor. This system comprises the procedures of quality assessment and evaluation based on clear and objective criteria, as well as recommendations for further enhancement of performance at the evaluated institution of higher education.
The key institution for external quality assurance in science and higher education in Croatia is the independent national Agency for Science and Higher Education (AZVO). Evaluation procedures include the following stages: initial accreditation, reaccreditation, thematic evaluation and external auditing of the internal quality o assurance system.
Reaccreditation in higher education is a process of external quality assurance of institutions of higher education and/or scientific organizations. It is a mechanism designed to evaluate the competence and credibility of higher education qualifications; it systematically measures and audits the compatibility of institutions of higher education with common standards in higher education. The aim of the reaccreditation process is to ensure and enhance the quality of the higher education system.
The Faculty of Textile Technology undergoes periodic reaccreditation every five years. The following documents were issued as a result of the reaccreditation process conducted in 2015:
3.2. TTF Certificate on Conformity with HRN EN ISO 9001 standard
HRN EN ISO 9001: 2015 is standard which specifies the requirements for a quality management system and provides guidelines for the assessment, evaluation and certification of conformity. The certificate refers to the TTF management system, administrative and technical staff and certifies the competence of the TTF to provide services of specified quality. The date of the first certification: 31May 2010. The certification expires on 03 July 2016. In July 2016, a recertification of the quality management system according to ISO 9001: 2015 was successfully carried out. At the Faculty of Textile Technology, the procedures of certification, recertification and independent assessment with the aim of extending the certificate validity period are conducted by the QS Zürich AG, an independent accredited external auditor.

3.3. TTF listed in FEANI INDEX list of institutions of engineering higher education
The TTF's undergraduate and graduate study programmes of Textile Technology and Engineering have met all the requirements of the European Federation of National Engineering Associations (FEANI) for the education of engineers and are listed in the FEANI INDEX list of acknowledged European institutions of engineering higher education. This enables all undergraduate and graduate students of Textile Technology and Engineering to obtain the European Engineering Card upon graduation. The Engineering Card functions as a certificate of education and encourages mobility within the EU and further.

3.4. Periodic system assessments
According to the Law on Quality Assurance in Science and Higher Education (NN 45/09), the University of Zagreb has the obligation to devise an internal quality assurance and improvement system. This system is subjected to both internal and external assessment. In accordance with the article 18 of the Ordinance on Quality Assurance System of the University of Zagreb, the periodic internal evaluation of the quality assurance system is conducted by an authority appointed by the Rector. According to the Quality Assurance Manual, the periodic internal evaluation of the quality assurance system is conducted once every two years. In October 2015, the rector Prof. Damir Boras, Ph.D, appointed the Expert Committee for Internal Evaluation of the Quality Assurance System at the University of Zagreb. According to the decision of the Committee, the purpose of the internal evaluation is to establish the degree to which the quality assurance system complies with the European Standards and Guidelines (ESG) from 2015, as well as to determine achievements in the three additional fields defined in the Ordinance on Quality Assurance System of the University of Zagreb: scientific research, artistic research, mobility and international cooperation and expertise.
The evaluation of the degree to which the quality assurance system is developed in compliance with the ESG 2015 is conducted by the Committee in three stages: at the first stage, the faculty fills in a form for self-evaluation of the quality assurance system, which contains statements for each standard and the evaluation grade scale. At the second stage, the review panel visits the faculty and conducts interviews to decide on the final grade in the evaluation of the faculty's quality assurance system. At the third stage of the evaluation process, the Committee issues an extensive report on the development and efficiency of the quality assurance system at the University.
